The official wiki documents the mining requirement precisely: mined with an Iron Pickaxe or better it drops a single Runestone (a fan-guide-era version of this pack previously had the tool tier as unconfirmed -- it's now Iron, confirmed from the wiki's own wording). Runestones feed the Arcane Forge/Arcane Pedestal spellcrafting system. Keywords are from viewing the block icon: glowing teal/cyan crystal clusters embedded in a purple-gray stone.
